In 2003, the Washington State Legislature passed the Municipal Water Law (MWL), which requires municipal water suppliers to have a Water Use Efficiency (WUE) program. At the Cooperative annual meeting in 2025 the following goal was set:
Reduce the 3-year average DSL leakage below 10% by 2026 and maintain a decreasing distribution system leakage (DSL) trend as a result of distribution system improvements and accurate tracking of operational usage.
